After the fall of the Taliban, the United Nations created the International Security Assistance
Force (ISAF) to support the reconstruction of Afghanistan and stabilize the transitional government's
authority. It began receiving NATO assistance in early 2003, the first use of NATO troops outside
the Euro-Atlantic area since the alliance's creation in 1949. ISAF's area of responsibility, originally limited to Kabul, now covers the entire country.
