- Inscription PROCLAMATION All the authorities of the French Government and of the Municipality are informed as follows: 1 Every peaceable inhabitant may follow his regular occupation in full security, without being disturbed. Private property will be respected absolutely by the German troops. Provisions of all sorts required for the needs of the German army will be paid for in cash. 2 If, on the other hand, the population should dare, in any form whatever, whether openly or secretly, to take part in the hostilities against our troops, the most varied punishments will be inflicted on the law breakers. 3 All fire arms should be deposited immediately at the town hall. 4 Whoever shall cut or attempt to cut the telegraph or telephone wires, destroy metalled roads, bridges, main routes, or who shall advise any action whatever to the prejudice of the German troops, will be shot on the spot. 5 The inhabitants of towns or villages who shall take part in the combat against our troops, fire upon our baggage or provision columns, or hamper the operations of the German soldiers, will be shot immediately. The civil authorities, alone, are in a position to spare the inhabitants the terrors and scourges of the war. It is they who will be held responsible for the inevitable consequences, resulting from the present proclamation. VON MOLTKE Chief of the General Staff of the German Army.
