Victor Eston Waugh was born in Hope Bay, Ontario, on 2 October 1894.

A farmer, Waugh enlisted in the 10th Canadian Mounted Rifles (10 CMR) in Regina, Saskatchewan, on 15 December 1915. After initial training in Canada, he sailed to England with the 10 CMR’s 3rd Reinforcement Draft on 1 May 1916, aboard SS Olympic. The unit disembarked in Liverpool on 10 May 1916.

In England, Waugh was transferred to the 9th Canadian Infantry Battalion and then to the 31st Canadian Infantry Battalion (Alberta). During that time, he was repeatedly hospitalized with tonsillitis. On 15 October 1916, he joined the 31st Battalion in France.

Waugh was reported missing in action on 3 May 1917, during the Canadian capture of the strategic French village of Fresnoy. Military authorities later declared that he had died on or after that date.

Victor Eston Waugh is commemorated on the Canadian National Vimy Memorial, on Vimy Ridge, in France.
