Robert Milroy was born in Glasgow, Scotland, in 1897. He immigrated to Canada in 1913.

A farm labourer, Milroy enlisted in the 45th Canadian Infantry Battalion (Manitoba) at Sewell Camp (later renamed Camp Hughes), in Manitoba, on 22 July 1915. After training in Canada, he embarked for England with his unit on SS Lapland, leaving Halifax, Nova Scotia, on 1 April 1916. Upon arrival in England, the 45th Battalion provided reinforcements to Canadian units in the field. This led to Milroy being transferred to the 27th Canadian Infantry Battalion (City of Winnipeg). Milroy was killed by shrapnel on 15 September 1916 at the Battle of Flers-Courcelette, during the Battle of the Somme. His body was not recovered.

Robert Milroy is commemorated on the Canadian National Vimy Memorial, on Vimy Ridge, in France.
