Roy Victor Powell was born in Digby County, Nova Scotia, on 4 September 1893. He was the son of Percival and Mary L. Powell.

A stoker on a ship, Powell enlisted in the 76th Battalion in Saint John, New Brunswick, on 6 November 1914. He was later transferred to the 26th Canadian Infantry Battalion (New Brunswick). He died from pulmonary tuberculosis at the Canadian Special Hospital in Lenham, Kent, England, on 19 April 1918.

Roy Victor Powell is buried in Lenham Cemetery, Kent, England.
